KiriKiri package files can be opened withKiriKiri ToolsorGARbro.
If those programs don’t work, use a free file extractor to extract the contents out of it.
You’ll most likely see anEXEfile that you’ve got the option to run like a regular software.
Software like7-ZiporPeaZipshould be able to open an XP3 file in this way.

I’m not aware of any that work with XP3 files.
