What Is an XFDF File?
The XFDF file inserts that data directly into the PDF.
FDF files are similar to XFDF files, but use PDFsyntaxinstead ofXMLformatting.
If those programs aren’t helpful, try using afree text editor.
If the file opens as atext document, use the text editor to read or edit the file.
An XFDF file isusedby the PDF file, but can’t technically exist in the PDF format.

Creating an XFDF or FDF file from a PDF is accomplished with Adobe Acrobat.
