There are two kinds of Parental Controls on the iPhone:Screen Timeand Content Restrictions.
Screen Time offers a wider set of controls, of which Content Restrictions is just one.

Toggle theContent & Privacy Restrictionsslider to off/white to turn off Parental Controls.
