Lets see how to open control panel in Windows 7, when there is no problem.
There are several ways to do it.
OpenStart Menuand pop in control panel in the search box.
This will display the item inProgramslist.
Click it to open.
One of the advantages with Windows 7, is that Control panel item is available directly in theStart Menu.
You just have to click Start Menu and click it.

hit All Programs and from the slide-in hit System Tools folder.
