At least, that seems to be what Microsoft believes.
In other words, ads.

The start menu recommendations can be disabled if that’s not something you want to see.
To disable them, it’s crucial that you go to prefs > Personalization > Start.
Then turn off the toggle for Show recommendations for tips, app promotions, and more.
Additional changes include updates to the Widgets icon and Widgets on the lock screen.
